Léon-Raymond Soulier was born on January 13, 1924, in Le Malzieu-Ville, and died on December 25, 2016.

He was appointed bishop of the Diocese of Pamiers on June 22, 1971, and consecrated on 12 September 1971.

He was appointed Coadjutor Bishop of the Diocese of Limoges on 9 July 1987 and succeeded Henri Gufflet on 13 July 1988.

He retired from the Diocese of Limoges.
